i heard the only way to tell if two plants that look the same are in fact the same one or not is through DNA testing. where can one get this done and how much does it cost?

and is there a library of DNA plant information that can be used for identification purposes? for example, if i have a hybrid plant cultivar but without a name (or the wrong name), i would like to tell what its real cultivar name is.

The sources below offer services along the lines you are asking about. They are fairly expensive, I'm sure. There are doubtless more, but I did only a cursory search of Google.
